ওলো’র লাইসেন্স বৈধ নয়! BTRC কে মন্ত্রণালয়
(প্রিয় টেক) দেশের ওয়্যারলেস ব্রডব্যান্ড ইন্টারনেট রাজ্যে নতুন এক সদস্য হলো ওলো (http://www.ollo.com.bd)। যদিও এরা দাবী করছে তারা ওয়াইম্যাক্স প্রযুক্তি ব্যবহার করছে না, তবুও দুই ওয়াইম্যাক্স অপারেটর বাংলালায়ন এবং কিউবি’র সঙ্গেই এদের লড়াই। এবং প্রযুক্তিগত দিক থেকে বিচার করলে, এরা বাংলালায়ন এবং কিউবী'র মতো সেবা প্রদান করছে, যদিও তাদেরকে ওয়াইম্যাক্সের জন্য নির্ধারিত ২১৫ কোটি টাকার লাইসেন্স ফি দিতে হয়নি।
টেলিযোগাযোগ মন্ত্রনালয় বলছে, ওলো’র লাইসেন্স বৈধ নয়। তারা যে সেবা দিচ্ছে তা তাদের লাইসেন্সের আওতা বহির্ভূত। বিষয়টি তদন্ত করে প্রয়োজনীয় ব্যবস্থা নেওয়ার জন্যে মন্ত্রনালয়ের পক্ষ থেকে বিটিআরসি'কে বলা হয়েছে। সম্প্রতি টেলিযোগাযোগ মন্ত্রনালয়ের সিনিয়র সহকারী সচিব নাফিউল হাসান স্বাক্ষতির একটি চিঠি বিটিআরসিতে পাঠানো হয়েছে। চিঠিতে তারা ওলো বিষয়ে পাঁচটি মন্তব্য করেছে। চিঠিটি প্রিয় টেকের হাতে রয়েছে।
চিঠির প্রথমেই বলা হয়েছে, ইন্টারনেট সেবা প্রদানকারী প্রতিষ্ঠান (আইএসপি) মাল্টিনেট "ওলো" ব্র্যান্ডের আওতায় ওয়াইম্যাক্সের যে ব্যবসা করছে তা তাদের লাইসেন্সের আওতা বহির্ভূত। তাছাড়া তারা "বিল" ও "এনজিজিএল" নামক অপর দুটি প্রতিষ্ঠানের তরঙ্গ বান্ডেল করেছে। মন্ত্রনালয়ের চিঠি অনুযায়ী, এটিও আইন বহির্ভূত।
উল্লেখ্য যে, মাল্টিনেট "বিল" ও "এনজিজিএল" নামক দুটি আইএসপি-কে কিনে নিয়ে তাদের তরঙ্গ ব্যবহার করছে। পৃথিবীতে বিভিন্ন কোম্পানী আরেকটি কোম্পানীকে কেনার রেওয়াজ রয়েছে। এবং সেখানে তাদের রিসোর্সও ব্যবহার করার এখতিয়ার থাকে। কিন্তু এখানে কেনো সেটা হবে না, তা ব্যাখ্যা করেনি মন্ত্রনালয়।
চিঠির তৃতীয় অংশে বলা হয়েছে, ওলো গ্রাহকদের যে ডঙ্গল বিক্রি করছে তা আমদানি করা হয়েছে "এনজিজিএল" প্রতিষ্ঠানের নামে। এ থেকে দুটি বিষয় প্রতীয়মান হয়। হয় তারা মাল্টিনেটের হয়ে অবৈধভাবে গ্রাহকেদের সেবা দিচ্ছে। অন্যথায় তারা আইন-বহির্ভূতভাবে লাইসেন্স হস্তান্তর করেছে।
চতুর্থ পর্যবেক্ষনে বলা হয়েছে, এলটিই (লং টার্ম ইভ্যুলুশন) একটি ওয়াইম্যাক্স প্রযুক্তি হওয়ায় ২১’শ মেগাহার্টজে এলটিই লাইসেন্স দেওয়া হলে ওয়াইম্যাক্স লাইসেন্সধারীদের স্বার্থ ক্ষুন্ন হবে।
সম্প্রতি প্রিয়.কম বাংলাদেশের ৩টি ওয়াইম্যাক্স সেবা প্রদানকারী প্রতিষ্ঠানগুলোর একটি তুলনামূলক চার্ট তৈরী করে। সেখানে দেখা যায় যে, ওলো ব্যবহার গ্রাহকদের জন্য অনেক বেশি সাশ্রয়ী।
বর্তমানে ওলো কেবল রাজধানীর ধানমন্ডি, মোহাম্মদপুর, হাতিরপুল, নিকুঞ্জ, ইন্দিরা রোড, মিরপুর, উত্তরা এবং গুলশান এলাকায় তাদের সেবা কার্যক্রম বিস্তৃত করেছে।
অপর দিকে অ্যাকসেস টেলিকম নামে অপর একটি আইএসপি দেশব্যাপী ওয়াইম্যাক্স সেবা প্রদানের ঘোষণা দিয়েছে। আইএসপি হিসেবে তারা ফিক্সড ওয়াইম্যাক্স ৮০২.১৬ডি (802.16d) মানের যন্ত্রপাতি ব্যবহার করতে পারে। এটিও প্রচলিত ওয়াইম্যাক্স লাইসেন্সধারী প্রতিষ্ঠান বাংলালায় এবং কিউবী'র স্বার্থের বিপক্ষে যাবে।
জানা গেছে, বাংলালায়ন ওয়াইম্যাক্স কর্তৃপক্ষের আবেদনের প্রেক্ষিতে টেলিযোগাযোগ মন্ত্রনালয় বিষয়টি প্রথমে নজরে নেয়। পরে তারা এ বিষয়ে পর্যালোচনা করে বিটিআরসিকে তদন্ত করতে বলেছে।
এ বিষয়ে জানতে ওলো অফিসে দফায় দফায় যোগাযোগ করা হয়েছে। কিন্তু কেউ এ বিষয়ে কোনো মন্তব্য করতে রাজি হননি।
তবে এ বিষয়ে জানতে বিটিআরসি’র ভারপ্রাপ্ত চেয়ারম্যান গিয়াসউদ্দিন আহমেদের কাছে জানতে চাইলে তিনি বলেন, মন্ত্রনালয়ের কাছ থেকে চিঠি এসেছে। তবে এখনো বিষয়টি তদন্তের জন্যে কোনো কমিটি গঠিত হয়নি। কয়েক দিনের মধ্যে হতে পারে।
সঙ্গত কারণেই প্রশ্ন উঠেছে যে, মাল্টিনেট কেন "বিল" ও "এনজিজিএল" নামক দুটি আইএসপি-কে কিনতে পারবে না? আর যদি কিনতে না পারে, তাহলে ওই দুটি প্রতিষ্ঠান তাদের মালিকানা বিক্রি করলো কিভাবে? সেটা কি বিটিআরসি জানতো না? টেলিযোগাযোগ খাতের যেকোনও মালিকানা হস্তান্তর বিটিআরসি'র অনুমতি নিয়েই করার নিয়ম।

::How to use it::
The Wireless cradle includes extended USB cable and cradle body. The extended USB cable provides subscribers a choice to use the cradle like a remote antenna. The cradle has one USB port. While dongle is plugged into the Wireless cradle, the RF ports in the dongle will connect to the inner RF ports in the cradle.
