আবার খুলে দেয়া হচ্ছে পাবলিক সুইচ টেলিফোন নেটওয়ার্ক (পিএসটিএন)। অবৈধ ভিওআইপি করার দায়ে ২০ মাস আগে বন্ধ করে দেয়া পাঁচটি পিএসটিএন কোম্পানির মধ্যে গত মাসে দুটি কোম্পানির লাইসেন্স ফিরিয়ে দেয়া হয়েছে। বাকি তিনটি কোম্পানি এখনও বিটিআরসির শর্ত পূরণ করতে পারেনি। তবে তারা শর্ত পূরণের জন্য সময় নিয়েছে।
বিটিআরসির চেয়ারম্যান মেজর জেনারেল (অব) জিয়া আহমেদ জনকণ্ঠকে বলেন, ওয়ার্ল্ডটেল, র্যাংকসটেল সব পাওনা-দেনা পরিশোধ করে বিটিআরসির দেয়া শর্ত মেনে লাইসেন্স নিয়েছে। ২০১০ সালের ১৫ থেকে ২৩ মার্চের মধ্যে ঢাকা ফোন, পিপলসটেল, ন্যাশনালফোন, ওয়ার্ল্ডটেল ও র্যাংকসটেল অবৈধ ভিওআইপি (ভয়েজ ওভার ইন্টারনেট প্রটোকল) করার দায়ে বন্ধ করে দেয়া হয়েছিল। বিটিআরসি একই বছরের মে মাসে কোম্পানিগুলোর লাইসেন্সও বাতিল করে দিয়েছিল। অবৈধ ভিওআইপি আবার অপ্রতিরোধ্য হয়ে উঠেছে।
সূত্র জানিয়েছে, পরে যখন দেখা যায় পিএসটিএন বন্ধ করেও ভিওআইপি রোধ করা যাচ্ছে না। তখন পিএসটিএনের পৰ থেকে মন্ত্রণালয়ে আবেদনের প্রেৰিতে লাইসেন্স দেয়ার সিদ্ধান্ত হয়। মন্ত্রণালয়ের সিদ্ধান্তের প্রেৰিতে একে একে পিএসটিএনের বন্ধ দরোজা খুলে যাচ্ছে। যেহেতু ভিওআইপি বন্ধ করা সম্ভব হয়নি। একটা সময় বিটিআরসি ভিওআইপির বিরুদ্ধে অভিযান চালিয়ে আন্তর্জাতিক বৈধ কল আদান-প্রদান ৬ থেকে সাড়ে ৬ কোটি মিনিটে উন্নীত করেছিল। এখন আবার সেই কলরেট নেমে ৩ থেকে সাড়ে ৩ কোটি মিনিটে চলে এসেছে। বিভিন্ন টেলিফোন অপারেটর থেকে হরদম আন্তর্জাতিক কল আদান-প্রদান হচ্ছে। বিশেষ করে ভিওআইপিতে এখন টেলিটক শীর্ষে অবস্থান করছে। বাকি সাড়ে ৩ কোটি মিনিটই অবৈধ পথে আদান প্রদান হচ্ছে। এতে বিপুল অঙ্কের টাকা সরকার রাজস্ব হারাচ্ছে। লাভবান হচ্ছে এর সঙ্গে জড়িত কিছু রাঘববোয়াল। এই রাঘববোয়ালদের সহযোগিতায় রয়েছেন সরকারের কয়েকজন প্রভাবশালী ব্যক্তি। অবৈধ ভিওআইপির জন্য দায়ী হচ্ছে বিটিসিএল। বিটিসিএল পূর্ণাঙ্গ ইন্টার কানেকশন এঙ্চেঞ্জ (আইসিএঙ্) না বসানোর কারণেই আনত্মর্জাতিক কলগুলো 'ডাইভার্ট' করে বিভিন্ন মোবাইল অপারেটরকে দেয়া হচ্ছে। এতে বিটিসিএলের কতিপয় কর্মকর্তা কর্মচারীও কোটি কোটি টাকার মালিক হচ্ছেন। পূর্ণাঙ্গ আকারে আইসিএক্স বসানোর জন্য বিটিআরসি ২০০৯ সাল থেকে এ পর্যন্ত ১৯ চিঠি দিয়েছে বিটিসিএলকে। চিঠির অনুলিপি পাঠানো হয়েছে ডাক ও টেলিযোগাযোগ মন্ত্রণালয়ে। এ ব্যাপারে বিটিসিএল এবং মন্ত্রণালয় রহস্যজনকভাবে নীরব রয়েছে। তারাও পূর্ণাঙ্গ আইসিএঙ্ বসানোর ব্যাপারে কোন গরজ দেখাচ্ছে না।
র্যাংকসটেল ২০ মাস পর আবারও সচল হচ্ছে। র্যাংকসটেল কর্তৃপৰ জানিয়েছে, সব প্রক্রিয়া শেষ করে আগামী ডিসেম্বরে তাদের যাত্রা আবার শুরম্ন হচ্ছে। দেশীয় বিনিয়োগের কথা চিনত্মা করে পাঁচটি বেসরকারী ল্যান্ডফোন কোম্পানির লাইসেন্স পর্যায়ক্রমে ফিরিয়ে দেয়ার সিদ্ধানত্ম নিয়েছে সরকার। প্রথম পর্যায় গত ১৪ জুলাই লাইসেন্স ফিরিয়ে দেয়া হয় র্যাংকসটেলকে। এর পর ওয়ার্ল্ডটেলের লাইসেন্সও ফিরিয়ে দেয়া হয়। র্যাংকসটেল ও ওয়ার্ল্ডটেলের সুইচ রম্নমগুলো ঠিকঠাক করার কাজ প্রায় শেষ পর্যায়ে রয়েছে। ডিসেম্বর ও জানুয়ারির মধ্যে এ দুটি কোম্পানি তাদের কার্যক্রম পুরোদমে চালু করতে পারবে। র্যাংকসটেল বলেছে, তাদের মোট তিন লাখ গ্রাহক রয়েছে। কার্যক্রম শুরম্ন হলে তাদের গ্রাহকরা আবার ফিরে আসবে। ফোন কোম্পানি বন্ধ হয়ে গেলেও কোম্পানির কর্মকর্তা-কর্মচারীদের একটি বড় অংশ চাকরিতে বহাল ছিল।
র্যাংকসটেলের এক কর্মকর্তা জানান, কোম্পানি বন্ধ হয়ে যাওয়ার পর গ্রাহকদের ল্যান্ডফোন সেটের ব্যাটারি নষ্ট হয়ে গেছে। এমন কারও কারও সেটও নষ্ট হয়ে গেছে। সেগুলো নতুন করে দেয়ার কাজ প্রায় শেষ পর্যায়ে রয়েছে। তারা আগে যেভাবে টেলিফোন সেবা দিয়ে আসছিল। এবার তারা সেবার মান আরও বাড়াবে। ইন্টারকানেকশন কার্যক্রম চালুর ব্যাপারে কাজ চলছে। এজন্য তারা বিটিসিএল, টেলিটক, সিটিসেল, এয়ারটেলের সঙ্গে চুক্তি করেছে। অল্পদিনের মধ্যে গ্রামীণফোন, বাংলালিংকসহ অন্য অপারেটরদের সঙ্গে চুক্তি করবে। লাইসেন্স পেতে জরিমানার পাশাপাশি বিটিআরসির বিরম্নদ্ধে পিএসটিএন কোম্পানিগুলোর করা সব মামলা তুলে নিতে হয়েছে। আনত্মঃসংযোগ ফির বকেয়া পরিশোধ করতেও হয়েছে। সব শর্ত পূরণ করতে পারলে ঢাকাফোন, পিপলসটেল ও ন্যাশনালফোনকেও লাইসেন্স ফিরিয়ে দেয়া হবে।

আন্তর্জাতিক কলের অবৈধ টার্মিনেশনের (ভিওআইপি) মাধ্যম হিসেবে সবচেয়ে বেশি ব্যবহৃত হচ্ছে রাষ্ট্রায়ত্ত কোম্পানি টেলিটকের সিম। ভিওআইপি নিশ্চিতকারী কোম্পানি মিউচি সলিউশনের হিসাবে গত ১৯ মাসে অবৈধ পন্থায় আসা ৫ লাখ ৩৪ হাজার ৪২৯টি কলের মধ্যে ৫৯ দশমিক ২১ ভাগই এসেছে টেলিটকের মাধ্যমে।
তবে এ তথ্যকে তাদের বিরুদ্ধে ষড়যন্ত্র হিসেবে দাবি করছে টেলিটক কর্তৃপক্ষ। তারা বলছে, মেশিন দুটি বেসরকারি অপারেটররা বসিয়েছে। তারা তাদের স্বার্থের দিকটিই দেখবে, সেটাই স্বাভাবিক। তবে বিটিআরসি টেলিটকের যুক্তি মানতে নারাজ।
গত বছরের মে মাস থেকে এ বছর ২২ নভেম্বর পর্যন্ত ১৯ মাসে মিউচি সলিউশন নমুনা হিসেবে বাংলাদেশে ১৫ লাখ ২০ হাজার কল পাঠায়। এর মধ্যে ৩৫ দশমিক ৬৯ শতাংশ কলই আসে ভিওআইপির মাধ্যমে। ভিওআইপির মাধ্যমে আসা ৫ লাখ ৩৪ হাজার ৪২৯ কলের মধ্যে কেবল টেলিটকের সিমেই এসেছে ৩ লাখ ১৬ হাজার ৪০৮টি কল। টেলিটকের মাত্র ৫৮ হাজার ৯১টি সিমের মাধ্যমেই এই কল এসেছে। সে ক্ষেত্রে অপারেটরটির একটি সিম বারবার এই অবৈধ কাজে ব্যবহার করা হলেও তা বন্ধ করা হচ্ছে না বলে অভিযোগ করছেন সংশ্লিষ্টরা।

এ তথ্যের পর টেলিটক বলছে, অভিযোগ সত্য নয়। অপারেটরটির ব্যবস্থাপনা পরিচালক মুজিবুর রহমান বলেন, বিটিআরসি যখন যেভাবে বলছে, তখন সেভাবেই তারা সিম বন্ধ করছেন। ১১ লাখ গ্রাহক থেকে এ পর্যন্ত এক লাখের বেশি সিম বন্ধ করা হয়েছে বলে জানান তিনি।
এদিকে মিউচি এবং বিটিআরসির এ তথ্যকে চ্যালেঞ্জ জানিয়ে টেলিটক বলছে, গত এক বছরে বিটিআরসি যে অভিযান পরিচালনা করেছে তার কোথাও টেলিটকের সিম পাওয়া যায়নি।

মিউচির তথ্য বলছে, টেলিটকের পর ভিওআইপির অবৈধ এ ব্যবসা চালিয়ে নিতে ব্যবহৃত হচ্ছে বাংলালিংকের সিম। ১৯ মাসে তাদের ৬৭ হাজার ৪২৬টি সিমের মাধ্যমে ৯০ হাজার ১১৫টি কল এসেছে বলে প্রমাণ পেয়েছে সিম ডিটেকশন যন্ত্র। এয়ারটেলের ৫৪ হাজার সিমের মাধ্যমে ৭৯ হাজার ২৪১টি কল এসেছে। আর রবির ২৩ হাজার ৯৭৯টি সিমের মাধ্যমে ৩৯ হাজার ৬২১টি আন্তর্জাতিক ইনকামিং কল এসেছে বলে বলছে সিম ডিটেকশন বক্স।
এই হিসাবে সিটিসেল এবং গ্রামীণফোনের সিম পাওয়া গেছে মাত্র কয়েকটি। গ্রামীণফোনের ২৯শ' ১৮টি সিমের মাধ্যমে ৩ হাজার ৬৪৪টি কল আসার প্রমাণ পাওয়া গেছে। একইভাবে সিটিসেলের ৯২৪টি সিমের মাধ্যমে ১৩শ' ৬০টি কল এসেছে। কল রাউটিংয়ের কাজে ল্যান্ডফোনের সংযোগও ব্যবহৃত হচ্ছে। সরকারি ল্যান্ডফোন কোম্পানি বিটিসিএলের ৮৬১টি সংযোগের মাধ্যমে ৩ হাজার ৩৬৭টি কল আসার কথা বলছে মিউচি সলিউশন।
সংশ্লিষ্ট একটি সূত্র বলছে, সিটিসেলের সিম নিয়ে অবৈধ ব্যবসায়ীদের খুব বেশি লাভ হয় না। কারণ যারা বড়মাত্রায় অবৈধ কল টার্মিনেশনের ব্যবসা করে তারা বিশেষ একটি বক্সে একবারে ৫০ থেকে একশ' সিম ঢুকিয়ে কল টার্মিনেশন করে। সিটিসেলের প্রযুক্তি ভিন্ন। ফলে এই সিম ব্যবহার করতে ভিন্ন বক্স লাগে। তাদের সিম তেমন একটা ধরা পড়ে না।
এ বিষয়ে গ্রামীণফোনের রেগুলেটরি অ্যাফেয়ার্স-করপোরেট অ্যাফেয়ার্স বিভাগের মহাপরিচালক মাহমুদ হোসাইন বলেন, আগে মোবাইল অপারেটরদের অবৈধ টার্মিনেশনের অভিযোগে অভিযুক্ত করা হলেও এখন আর তা বলার কোনো সুযোগ নেই।
বাংলালিংকের রেগুলেটরি অ্যান্ড লিগ্যাল অ্যাফেয়ার্স পরিচালক জাকিউল ইসলাম বলেন, মিউচি সলিউশনে যে কয়টি হিসাব ধরা পড়ে, নিজস্ব ব্যবস্থাপনার মাধ্যমে তার চেয়েও অনেক বেশি সিম তারা বন্ধ করেন। এতে অবশ্য তাদের প্রতি মাসেই কোটি টাকার ওপর খরচ হচ্ছে। কিন্তু দায় থেকে মুক্তি পেতে এটি মেনে নিয়ে নিজেরাই সিম বন্ধ করে দিচ্ছেন।
এর আগে ভিওআইপির অবৈধ ব্যবসায় জড়িত থাকায় গ্রামীণফোন, বাংলালিংক, রবি এবং সিটিসেল কয়েক দফায় প্রায় নয়শ' কোটি টাকা জরিমানা গুনতে বাধ্য হয়। তার পরেই নিজেদের স্বার্থেই কোটি কোটি টাকা খরচ করে বিটিআরসিতে সিম ডিটেকশন বক্স বসিয়ে দেয় অপারেটরগুলো।
